Provides Singapore-based SMEs consultancy advice and funding support to develop and
protect your intellectual property

The IPM for SMEs programme is jointly managed by SPRING and the Intellectual Property
Office of Singapore (IPOS). It is an initiative to help you manage the entire life cycle of
your IP, including its creation, ownership, protection and commercial exploitation.

You can apply for the IPM programme if your company meets these criteria:

   * registered or incorporated in Singapore

   * at least 30% of your shareholding is local

   * your company’s group fixed assets are worth below $15 million*

   * you have not more than 200 employees (for companies in the services sector)*


* Computed on a group basis i.e. checking up to three levels for corporate shareholders holding 20%
   or more of the total shareholding in the company and one level down where the company holds more
   than 50% of the shareholding in a subsidiary company.


It will help you to implement an IPM system as part of a supporting infrastructure for the
development of new products, processes, ideas and business models.

The IPM for SMEs programme has 2 phases. You can get funding help throughout the
duration of the programme:

Phase 1: SCOPE IPTM is a diagnostic tool developed by IPOS. It will help you to assess
the strengths and weaknesses of your IP deployment and IPM system. You will gain a
better understanding of your existing IPM status and possible strategic IP options based
on current and future needs. You will get support for the consultancy costs of adopting

Phase 2: You can implement the recommendations in Phase 1 by embarking on IPM
capability development projects. You will receive support for the qualifying costs, which
include manpower, equipment and materials, consultancy and acquisition of IP rights.
Your projects can cover, but are not limited to, the following areas:

   * IP audit
   * IP education and training
   * IP intelligence and research
   * IP portfolio management
   * IP strategy
   * IP valuation
   * licensing
